[hotproject-devel] blank project file

the blank project file is now committed to the cvs repository, it can be
found in the src/org/hotproject/xml/test section.

Jamey, I'm not sure where to place this on the web site. Could let me
know where you want it, or you can take care of it yourself if you feel so
inclined.
