Ya, it's definitely the WAP flag, though HTTPConnection in general is
really slow right now.

I just checked in a version that goes against the trileet server to do
the decoding, but it's painfully slow.

Will post on skdr saying what's up, but I don't think it's even worth
updating the bundle there unless this turns into a long term outage.

We probably should detect the WAP side going down and switch over
dynamically in an ideal world.
