i've downloaded THESRC33RC4 ZIP file and expanded it on Windows 10 Ryzen 3600.
How do I get it running? Shouldn't there be an EXE file somewhere?

Same question - the download file seems to be the source files for THE, not an installable .exe file. Is there an install file for Windows 10 64 bit? If so, where?

Yes there is a version for Windows 10 64bit; just not the current release candidate. It is in "3.3 Release Candidate 1". Depending on the Rexx interpreter you want to use:
THE33RC1w64_Regina.exe or THE33RC1w64_ooRexx.exe for self-installing executables.
The latest release candidate is quite a large change as far as a packaging exercise is concerned. Just haven't had the time to build the packages for Windows and al lthe other platforms.
