#16 QUERY|EXTRACT READONLY wrong after -r

Using THE 3.1 RC 1:
version THE 3.1 X11 22-November-2001.
On RH Linux 6.1 with IBM object REXX 2.2.
When invoking THE with the -r option, QUERY READONLY
and EXTRACT /READONLY/ both incorrectly report readonly
as 'OFF'. THE is actually in readonly mode, because an
attempt to insert a line returns the message "Error
0056: Action invalid in read-only mode."
