frame timing different in compositor window

I've attached an image showing Cinelerra 10.1 where I'm trying to check at which frame a pulsed laser comes on, the compositor shows laser light at the selected position, however the timeline shows the pulsed laser light starting on the next frame - I believe it is the timeline that is correct (based upon the timing shown in Cinelerra of previous videos where the compositor looks to be in synch).
The video was recorded on a Galaxy S20FE (SM-G780F/DS) at 960fps and stored as 30fps by the phone.

ffmpeg -i input.mp4 -c:v rawvideo -pix_fmt rgb24 output.mov
Apart from the frames being rotated by -90 degrees (making the video match the angle the phone was at during the recording), the conversion has made no difference in the behaviour of Cinelerra - with the compositor still showing the next frame rather than the current frame.
