0.31 seems to make a mistake in the po subdirectory
with reference to top_builddir (It's not included in
the Makefile in that dir, but it IS referenced).
Manually adding top_builddir = .. to the Makefile fixed
this for me

which version of autoconf are you using?
I'm using the autoconf-2.13-14 and "top_builddir = .." is
created in Makefile and Makefile.in

Seems to have magically started working again. Must have
