Yes, indeed. I imported your GEDCOM into Gramps 3.4.9 and 5.0.1, and 
found that in both, the places are merged, but the notes are not. They 
are attached to the places however, so that is OK.

Because this merging looks quite inconsisten to me, I think that it's a 
bug, and I hope that you can create a bug report for us, at:

https://gramps-project.org/bugs/my_view_page.php
