It is a harmless message. These files are useful for setting specific popt options or popt aliases. See e.g. section 24.3.1 of the popt documentation. So you don't need to do anything about it.

When I invoke gri from the command line with a command file name I get the following errors.
cannot open: C:\program files\gnuwin32/etc/popt
cannot open: c:\/.popt
I haven't seen anything on the web about how to fix this. I have downloaded popt but not quite sure what to do.
