I now see what's the problem: beginning with major version
10, netpbm has one dll instead of 4. If you copy netpbm.dll
to pnm.dll, then bmeps probably will work.

Pbm.dll is in the Netpbm package; see Requirements at
http://gnuwin32.sourceforge.net/packages/bmeps.htm

bmeps.exe asks for a pnm.dll file, not pbm.dll.
And neither are in the latest netpbm.dll package. Probably
forgot to put them in the archive?
