bzip2 I/O error at end of compressing/decompressing

bzip2 gives an I/O error at the end of compressing a
given file and bails out.
Here's a transcript of what happened:
c:\test>bzip2 links.txt
bzip2: I/O or other error, bailing out. Possible
reason follows.
bzip2: Invalid argument
Input file = links.txt, output file = links.txt.bz2
c:\test>dir
3/10/04 10:07 1,312 A links.txt
3/10/04 10:07 546 A links.txt.bz2
c:\test>bzip2 -t links.txt.bz2
c:\test>
This happens with every thing I am trying to compress.
The same thing happens with decompressing.
