The patch enables to make qt translation effective on windows platform (MSVC and MinGW).
The patch originally made for the msvc and enhanced it both msvc and mingw by Akira Kakuto.

I submit it as a patch.

I have slightly modified the patch to use the macro value "QTGNUPLOT_DATA_DIR" that should be specified in the Makefile.
