Agreed.  With GIF support back in current libgd, the old gif.trm is no
longer needed for anything, so it may as well be ditched.

4.0 is supposed to be a stable branch.  I.e. only bug fixes and 
desperately needed new features.  I say we wait for user feedback
to decide if they want GIF badly enough to warrant porting such
changes over from 4.1 to 4.0.
