Not as a global change affecting all terminals.  This is a decision
to be made either by the individual driver (if its output format
can't allow otherwise), or in terms of user-defined entities.

Exactly.  And that is behaviour which long-time users may well be relying
on, so it should be preserved, at least as a default.  Looks like we
need another extention to the 'set clip' control: 

	set clip text

or, equivalently, a "clip" option to 'set label' that explicitly request 
the label to not be output if the reference point is out of bounds.
