Thank you for checking! I had the same experience with the file downloaded from SF at first. I think the problem is related to Windows' safety "feature" for files downloaded from the internet. You have to make sure to mark the file as "trusted" permanently by (un)ticking the box in the dialog which pops up when you open the file. If the UTF-8 encoding should not work on a Japanese PC, you should really see "gibberish" on the panels on the right hand side.
