The root of the problem, and a solution are known. But the solution has to be applied by SF.net staff, and the problem appears to re-create itself each time we touch the culprit file, 'install-sh', by CVS. Ultimately, it's an incompatibility between our repository, the version of CVS running at SF.net, and the version of RCS used by the ViewCVS script.
