That may well be impossible.  The refcard is in raw TeX (no texinfo, no
LaTeX) and I'm not sure any converter exists from there to HTML.

Anyway, I doubt a HTML edition would make much sense.  This reference card
is expressly designed to be printed and kept close to the keyboard.
