Of course. It is in my working copy.  Except that gnuplot.sf.net itself
won't be the download site.  I'll point at the file release system
below sf.net/projects/gnuplot instead.

No.  You need this help compiler for *all* Windows builds.  If at all, it
would have to be added to all of them (makefile.{nt,cyg,mgw,win}).
