Deleting what you don't understand might be dangerous.  I think it really 
should stay.

What exactly in this do you think is "not like that"?

README.1st is the first-stop README file for the source distribution.
It's not even necessarily being distributed with binary distributions.

It should point at INSTALL, though.  And it's probably also the place
where we should explain the situation with PDFlib (or at least mention
it and refer to INSTALL for the details.
