I've since diagnosed the problem a little deeper and submitted a SF
support request about it.  The problem is with the sponsor ads SF's
mailing list processor appends to mails.  They may contain '=' characters,
which break mail bodies encoded as quoted-printable, where '=' is an
escape character.
