It's been in by default since last July.  There have been no
bug reports, and anyway it's harmless if you don't use it.

That one and the --disable-relative-boxwith option involve
such a trivial amount of code that I don't see the need to have
them conditionally compiled.

I propose to make them both permanent by removing the
#ifdef/#endif pairs. This would contribute to general code
cleanup and simplification.  Any objections?
