Having this section feels like a maintenance problem --- we now have to
maintain the same information in two places, NEWS and gnuplot.doc.

Can we perhaps have a mechanism that generates one from the other (only
active in autoconf "maintainer mode")?

It's not in 'help history', which means that if it either doesn't exist,
or it's in the wrong place.  Either way, this would have to be fixed.

I don't think it should be documented.  It's useful almost only to us
developers.  It may be best to remove its implementation rather than add
documentation of it, as far as I'm concerned.
