Version 5.4.1 release tarball

Gnuplot version 5.4.1

This release contains bug-fixes and a few changes back-ported from the
development version.

The most notable fix is for a regression in the handling of parameters to 
"call", either from a script or on the command line (Bugs #2298 #2368)
Many of the other fixes are for error handling of odd input streams
found by fuzzing.
