bee swarm behavior

I have a "jitter" test case with an integer-valued x variable. If I 
create a continuous y variable and plot with jitter, the swarm and 
square options give different plots (scatter in both dimensions with 
swarm, x dimension only with square). Fine (except it's the opposite 
of what "help jitter" says).

However, if I make the y variable integer-valued swarm and square 
produce the same plot, with displacement along x only. Is that 
intended? It seems contrary to the general intent. (I might mention: 
'vertical' produces y scatter OK in this case, but of course no x 
scatter.)
