It's project into the view plane, which is more commonly referred to as
the XY plane (Z is depth, pointing into or out of the picture), and
until someone renders your whole idea invalid by inventing 3D paper,
that's how it has to be done.

No, it sets the rotation of the data coordinate axes relative to those
of the screen. But why did you prefer to guess instead of just looking
it up in the documentation?
