can I change the background color of the plot as well as the lines for axes?
if can, how do I do it?

Impossible to tell, because you specified neither the version of 
gnuplot, nor the type of output (terminal driver), nor the platform.

Im using the 4.2 version, and using pgnuplot file.

That answers the wrong question.  What terminal driver are you using? 
Did you read the documentation for that driver (--> "help terminal", 
then pick it from the list)?
