Not really. You only have to use this if it's not already set. If the
session is interactive, mouse interaction will be active by default.

Generally, you don't. "Batch" is the opposite of interactive, and 'set
mouse' is about interactivity.
For some cases (but not for "-persist filename" as the command line
arguments), you can use 'pause mouse'. See the documentation.
