I don't think so. wxWidgets is a GPL framework --- but gnuplot's
license appears not to be quite free enough to be compatible with the
GPL, so it would be forbidden to distribute a binary made from combining
the two.

Possible: sure. Nobody seems to have the will or time to create and
maintain such a version, though. The way gnuplot works internally means
that the interface would be either awkward (only command-line inputs
from the user program to gnuplot), dangerous (direct access of the user
to gnuplot internal variables) or a involve a *lot* of work (to add the
missing abstraction of those gnuplot variables).
