why do you need 'replot'?
wouldn't it be enough to:
set terminal postscript eps enhanced colour dashed lw 1 "Helvetica" 14
set output "1.eps"
plot "./ReportDataConvergence.out" u 1:10 w l
set output "2.eps"
plot "./ReportDataConvergence.out" u 1:7 w l
