in a two-step process it's possible.
after plotting for the 1st time (e.g. into the 'dumb' terminal) set
the ytics (here: 8 tics):
set ytics GPVAL_Y_MIN,(GPVAL_Y_MAX-GPVAL_Y_MIN)/7.,GPVAL_Y_MAX
set y2tics GPVAL_Y2_MIN,(GPVAL_Y2_MAX-GPVAL_Y2_MIN)/7.,GPVAL_Y2_MAX
replot
