tics are drawn either in or out.
but you may use the 2nd axes to get in/out tics:
gnuplot> set xtics mirror out
gnuplot> set ytics mirror out
gnuplot> set x2tics mirror in format ""
gnuplot> set y2tics mirror in format ""
gnuplot> plot sin(x)
