Not the way you're thinking. The easiest way is to simply include at the
top of your *.plt files:
cd 'c:/path/to/working/directory'
If you always want to write to the same directory, you could
include a cd command in your gnuplot.ini file (see "help startup" or
http://www.gnuplot.info/docs_4.0/gnuplot.html#Start-up but the online
documentation is outdated).
(You can create a shortcut and set the working directory in that shortcut
under properties, but this mechanism is largely redundant with the use
of gnuplot.ini.)
