after the 1st 'replot' you are executing the 2nd 'plot' command,
so this plot is written to 'test1.eps' too. afterwards you set output to
'test2.eps', so the 2nd 'replot' writes into 'test2.eps'.

you don't need the 'replot' commands, just plot directly into
the eps-files:

set terminal postscript
set output "test1.eps"
plot "test1" using 1:2
set output "test2.eps"
plot "test2" using 1:2
set output
