No, they are different. NEWS is more or less (un)organized, with lines added
during the time development -- well, it shows progress of gnuplot.
"New" section in gnuplot.doc is a nicely written polished version of changes
from 3.7 to 4.0 with hypertext facility to the corresponding places in the
file. It is grouped by functionality, not by time.

I don't know whether it exists -- maybe with GNU readline? I remember it was
discussed, but don't remember the result.

That's it, I don't know exactly how is it now -- I think Ethan is the most
informed in this matter. Can you please write a bit about that?
Maybe there can be a link from "help batch/interactive" .. and maybe also to
"pgnuplot" for windows?
