So I figured.  What I don't know is how the output of \shortstack got 
dropped from gnuplot's pslatex driver.

It apparently went missing at the time the various postscript and
TeX terminals were merged:

I have no idea if this particular change was intentional, or what
ramifications might occur if \shortstack is added back to the output.
