Yes, that is an issue.  I think it is because as far as layout, the border lines probably come first and then other plot elements.  The other plot elements land on top of and obscure the border lines.  I've noticed this in other places.  I keep thinking in the back of my mind how to deal with this but other than doing the borders last, I can't think of anything.
