Error compiling with MinGW

[<bma...@we...>]

Dietmar Warning reported compilation errors due to the new code
for locating wgnuplot.ini on Windows. The appended small patch 
should fix that.

Hmm... but that fix appears to be exactly the wrong way round?  Or=20
doesn't MinGW  #define __MINGW__ any more, these days?

Anyway, I'll check in a different fix to the same problem right away
(I also ran into compilation problems, on OpenWatcom).

It's a typo there! It should have been  __MINGW32__

SF is not responding now, so I cannot fix it; to be done later.
