That file was traditionally in the binary releases of Windows, and similarly
for OS/2 and DJPGG. It's just in the respective zip package, not anywhere in
the CVS.
Maybe all of them could go to cvs; then I propose there is a separate
directory e.g. README.misc, where all of the would reside. There are already
too many READMEs and INSTALLs in the root.
BTW, there should be README.cvs with a hint to run ./prepare before
./configure + link to web... or, a copy of section "Building from CVS" from
http://gnuplot.sourceforge.net/development/index.html
