It works for me if I let everything default.
It fails if I first do ./configure --without-lisp-files, which is
my normal build mode. Not a big deal, since presumably for distribution
you would not want to disable lisp.

The webify script inherits GNUPLOT_LIB from its calling environment.
That is true whether you run it yourself, or as part of the "make"
process.
