if you don't want to introduce problems when converting to the other
documentation output formats, the only way i can see is:
surround these text passages with meaningful text,
e.g. 'See the ...'
like in the 'seeking-assistance' section:

FAQ (Frequently Asked Questions) list.

which is converted to

in the help file.
suppressing the text between the html-tags doesn't
seem to be work (example from the 'index' section):
^ See also web page
^ http://www.gnuplot.info/demo/multimsh.html
^ splot with indices demo.
^
is converted to nothing in the help-file (which would be fine),
but results in an empty (=useless) hypertext reference in
e.g. the latex-file (produced with 'make gnuplot.dvi').
