When installing Gnuplot 5.3 on Windows 10 with the installer ("gp530-20170911-win64-mingw.exe.zip") and checking the checkbox to add Gnuplot to PATH, the installer starts with adding an extra semicolon to PATH, disregarding whether PATH already ends with a semicolon or not, before adding the path to Gnuplot to PATH. This makes some applications (like cmd) fail to find Gnuplot.

Thanks for the report. The installer script was modified to remove all empty path entries. In the git repo for version 5.3 and 5.2, updated binaries not yet available.
