#587 !stime no more working

Since change around Nov. 1 2011 (gdl-0.9.1cvs), !stime is not more working.
The code to have it is still present in the CVS (e.g. void UpdateSTime()
in "initsysvar.cpp") but the content is not updated any more.

before:
GDL> print, !gdl
{ 0.9.1 CVS 1319752800}
GGDL> print, !stime
27-Jan-2014 14:06:19.00

now:
GDL> print, !gdl
{ 0.9.4 CVS Jan 26 2014 1390690800}
GDL> print, !stime
