The plug-in fails to install on Eclipse Indigo 3.7.1 with the following error:
An error occurred while collecting items to be installed
session context was:(profile=epp.package.cpp, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: osgi.bundle,org.eclipse.cdt.cross.arm.gnu,0.5.4.201201242105
No repository found containing: org.eclipse.update.feature,org.eclipse.cdt.cross.arm.gnu,0.5.4.201201242105

This is on 32bit Windows with Java 1.7.0.

    I confirm it on Win 7 32bits, with Java 1.6 and Eclipse 3.7.1.
