[Gnu-tr-u12a] changes to iso-639.po

I propose the following change to iso-639.po.  It adds missing translation for "Kirghiz" and fixes incorrect translation for "Kazakh".

Please apply it or approve (I have signed disclaimer and can submit it by myself).
