A couple of things:

1. I would need a public ip address to hit.
2. You would need to open up the port used for communication with 
oracle, i beleive the default is 1521, and forward it to your server 
running oracle.

I cant think of anything else off the top of my head. I referred to this 
one as a long shot because i know that many organizations have issues 
with both opening up internal networks and with data licensing issues. 
But if you are not constrained by either of these I would be glad to help.

So this makes me think that the problem is indeed the oracle data store.
