For a large portion of GeoServer's lifetime we had participation from
companies backed by investors and venture capital.

That is no longer the case.

GeoServer asked for sponsorship last year and recieved $1000 USD from our
community. And half of that was me personally providing an example so I
could take screen snaps of what steps are needed.

A plugin that does not receive update when we migrate from a one version of
the spring-framework to another .. does not compile and cannot be included
in the release.

Your point about popularity is well taken - number of downloads should
indicate that a developer is one of the users of a plugin. Or that folks
using the plugin will be in place to support development. Folks using a
plugin can also help test (and thus reduce ongoing maintenance effort).

GeoServer has actually done an amazing job of keeping maintenance costs
low. The project has very good QA checks and test coverage allowing us to
keep a release cadence of one release a month.

Maintenance costs for applications in 2023 are presently increasing. With
increased expectations for prompt security patches and so on. Functionality
such as SAML that is not along for the ride falls away.
