You need to add a layer with those grid lines in to your GeoServer, possible sources are using QGIS and the vector grid tool (vector->research tools->vector grid) or from Natural Earth. There has been some discussion in the past about adding a graticule layer option to GeoServer but it has never progressed due to lack of time and funding (see https://github.com/geoserver/geoserver/wiki/Successfully-requesting-and-integrating-new-features-and-improvements-in-GeoServer if you would like to move this forward).
