The... catalog?  HSQL db is used for the EPSG database, not for the
(GeoServer) catalog.
Regardless, theoretically there is a way, one can swap out the gt-epsg-hsql
for gt-epsg-postgresql,
but I don't have instructions for doing that, just this (rather outdated)
docs about that module:

I believe some people used it over time, but it's not exactly commonplace
(never tried myself).
