There is no harm done in creating a new jira.

About discussion on the devel list, you sure can start one, just don't
expect that to result in someone implementing the feature after the
discussion, we might all agree that is a good idea but that does not
mean anybody will start working on it, all core developers are offering
professional support services and have their hands full with GeoServer
related work already ;-)
That said, if everybody agrees it's a good idea you basically have
the go for implementing it yourself and contribute back the changes
with good chance that they will be merged back.
