I normally have both Geotools and GeoServer checkouts and build from sources both of them. We've got reports of this issue from time to time, but never figured out what is going on... I guess there is pressing reason either since all GeoServer developers are also GeoTools ones, thus we all have both source trees checked out and built daily.
