The problem with your SLD is the <ogc:PropertyName> on line 27. It 
contains no text inside of it which is causing the SLD parser to choke. 
While the parser should handle this situation more gracefully since 
technically the SLD is still valid, you can fix this by specifying the 
attribute to label by. Something like:

<ogc:PropertyName>NAME</ogc:PropertyName>
